No more duplicate legal representatives in German Company Verifications

Company Verifications on German companies could list the same person twice in legal_representatives: once with their role in title, and once with title set to null.

Each person now appears once. The two records are merged into a single entry that keeps the role and the birth date.

This applies to the response of Retrieve a Company Verification and to the verification.company.done webhook. The payload format is unchanged.

If you worked around the duplicates, for example by dropping representatives without a title, you can remove that logic. It is harmless to keep it.
